		<description>This is relevant to the current debate about how to fund health care reform.  Some suggest taxing cigs and soda, others like Charlie Rangel are introducing a suggestion to add a surtax on the top 1%.  One way to settle the debate is to look at which tax actually raises more money for the government.  You could also look at the debate from a philosophical level...which tax is just: a progressive tax or the regressive tax.
